If a mechanical engineer worked as an engineer for ~3 years (NOC 2132), then got Project Management degree and did Project Management for engineering firms overseeing technical installations, for last 5 years. Should they apply under NOC 0211 "Engineering Managers"?

So those with score higher than 467 don't qualify? What stream they should choose then? Just wondering why is there this upper limit.

Is it that you travelled during eligibility period and he may not have travelled anywhere? Because I'm thinking if you travelled then IRCC may ask for color copies of your passport.
