    I like very much your idea, richardo3! Indeed, it would be better for all of us and for CIC as well - they would not have to process 1000s of extra applications, and spend so much labour resourses and money for sending all this applications back. It would surely help to decrees their old backlog...

I think may be they want to wait and to get more application from Sao Paulo VO to split it's annual quota (it's 150 for 2011) between all NOCs. I guess they cannot...
