Guys, do you know when is the effective date for bill C-24. I know it is effective date was June 11, 2015, but number of days requirement is still 1098 days in CIC website. I have heard that part will be effective few months later. Can anyone comment on this please?

That is very unfortunate. I hate to say that but if they start processing your wife just now in your application, it may take a while to finalize your file (PPR). Your wife needs to be selected and sec/background checked. It may take up to a year or so. On the other hand, you probably can not...

In the PPR email, it does not say anything about 6 months validity.

I did send a follow up email to them before PPR. I did not get any reply for about 1 week or so. Then I received a reply to that email saying that "Your file is with the officer for review." On Same day I got that reply, I also received the PPR. Interesting!

yes to Ottwa. They also asked for a prepaid Canada post return envelope. This is good because we don't have to wait few weeks for regular post to come.

Yes that might be a problem. You should definitely talk to a immigration lawyer. What I can suggest to you is do not hide your unemployment from CIC. Misleading CIC is a serious trouble and might jeopardize your future chances to immigrate Canada under other categories.
