there are no tips . if the officer is in a bad luck you will get the RQ. Take all the proof with you but i am not sure he will look at them but you can try.

the SAAq agent gave you a wrong information , you dont need your pr card to change your driving licence from ontario to quebec , you only need your COPR to proove that you are a PR. PR card is only needed to take commercial flight .

i will advise you to find a good lawyer because you may loose your pr status . You came to canada as a refugie so you told CIC that you are persecuted in your country (i guess) so they gave you the pr status . By going back to your country even to see your father, cic will have some doubt about...

you cant go by bus u need to use a private car and you must have with you your landing paper.

if they gave you an RQ the delay is approximatively 8 to 12 moths to get your file reviewed

I am thimking to write a ltter to the MP and after that a letter to the minister of immigration because the delay to check the RQ file is a way too long. I took me one year to do all the immigration process and i cant understand that it takes one year to review a file.
