    Hi. I went through the exact same situation. I applied for my first visitor record before applying for PR and received it without any issues. My advice is to focus on your PR application while the visitor record is being processed, and make sure to apply as soon as you can.

    Not sure about "renewing", but I got my first OHIP card from my AIP letter ( without any eCOPR or work permit/employment certificate - I am the PA, though). Not all ServiceOntario know about this. You have to go to the big, big one or ask and make an appointment first before you go.
