It seems like you want to prove to the people who live in Canada that the costs are lower? lol You don't have enough funds. Just accept it. The officer knows it too and that's why they rejected your application. You are being really suspicious honestly.

If you are referring to the new portal, you will need to answer all these questions when you are filling up the application. They have changed the forms to a questionnaire style format. You'll answer the questions and at the end the portal will determine what documents you need to submit.

I did it on IRCC Portal. It is very easy and straight forward. All the forms are in a questionnaire style format and very user friendly. I also got the biometric letter within 4 hours after submission since some of the tasks are done by AI now.

Has he done biometric in the past by any chance? If they did, it is valid for up to 10 years. If they didn't and they are between 14-79 years old, they should submit their biometrics.
