With the grace of god, my parents have received passports with visa stamp today. Final step completed. Thank you everyone here on this forum for guidance.

I believe if they dont complete landing before last arrival date then they might have to start the whole process of PR again. Im not sure what will be considered as valid reason to grant exception in this case...

Either get appointment online from Passport seva or go through Local police station. You need to fill forms in both cases for the reason to request PCC.

I would say send IRCC email with Letter of Explanation stating this exact scenario along with proof of any kind like Receipt or paper you have from the doctor's office that shows they have undergone medicals on this date by this doctor. I am no expert but I would have send email. Its better to...

Yes. Parents lived anywhere for more than 6 months needs to provide PCC from that country including Canada.
