Yes it is normal dont worry about this and also dont send same CSE within short time period. I have seen in my GCMS that one time I sent CSE and She mentioned that NO REPLY SENT, so here we can say that they are waiting for somting after that they can reply properly.

They use PA for both Program Assistand and Principal Applicant, if they wrote PA-PUT AWAY then they are addressing to Program Assistant when they use in your evaluation then they are mentioning about Principal Applicant. Hope it is clear now.
