When you submitted via VFS, did they give you any tracking link. I'm sure you can track such submissions via the VFS website. Also I don't think there is an issue, the IRCC is quite slow with such things. One just has to wait honestly. Maybe your primary applicant in Canada can call IRCC and ask...

I think it's the VO that sent out the email; but I could be wrong and sometimes people VO change from what I've seen also

Getting the eCoPR is the confirmation that you're now a PR of Canada, before having that document, your status has not yet officially changed. And so you would need to wait until you have it to resign. Hoping the eCoPR gets sent to you as soon as possible. You can also reach out to your MP here...
