I got the email saying IRCC had received my document at around 10am PT and then I got the Portal email two hours later. PCC is still not reflected on tracker (background says in progress).

Yeah my process had been stuck since early May as well (Embassy received documents in early April!). Contacted my MP two weeks ago and got my application approved today. Can't say whether the MP had anything to do, but still. Good luck to you!

MP = Member of Parliament. They should (although not all of them do) help you with immigration matters, among other things. You can find your MP here: https://www.ourcommons.ca/Members/en.

Finally an update on my PCC, I think! (Timeline below.) Got a ghost update on Monday and now I just got an email saying that IRCC got my document. Tracker shows no movement since Monday but GC says final decision, although it doesn't say _what_ the final decision is >:(. Expecting good news soon.

I can't yet say whether it's worth it, but it's certainly encouraged by MPs. My MP specifically says in their website that they can help with immigration matters by contacting IRCC themselves. I sent them an email and their staff replied that same day with a form for me to fill out, so it seems...
