Yes it was but you are panicking way too much. If they clearly say they accept NOA or T4 you have every right to apply with T4. Its not a crime to be absent from Canada if you are a citizen. Worst case scenario you will have to clarify things!

They ask for NOA as proof of income + your letter as a financial supporter for your folks where you can put bank statements. So both is needed. But i see they say NOA or T4 so yes you might avoid it in that case! Why not try!
