Eligibility started 7 months ago as shown on GC key , but it didn't show on tracker until last week.

What is different?

Tracker shows start of BGC, then after a month Eligibility status on tracker changes to in progress. Does this indicate anything about what's truly happening?perhaps BGC is complete so eligibility started?

I submitted an outland spouse sponsorship application and it was forwarded to the visa office in my country. Do the embassy or local visa office determine the last decision or back in Canada? Who issues the COPR, the embassy of Canada in my country or ircc in canda ?
