    I am more confused.... So, are all CECs considered FSW as well? If not, why do people who are qualified for both get invitation from an only FSW draw last time? In theory they should be considered as CEC right. Thank you.

    Yeah I mean work in Canada for at least a year, but of course you can apply outside of Canada. That's a good thing now they made candidates eligible for both programs. Lots of people now have two options.

    So it doesn't matter if you are inside or outside of Canada anymore. As long as you continue working full time for a year.
