Yes, you can use your CoPR to cross border by walk or in private vehicle (no commercial vehicles like taxis, rent a car) . I remember I confirmed this calling IRCC in 2019 when I was in a similar situation. However, I got PR card in less than 10 days before my travel.

Though it completely depend on the IRCC, if I were you, I would get a PCC from India as it is valid for 6 months and easy to get within a day from passport seva kendra . i cannot imagine the hazzle with BLS if i had to apply from Canada .

I am not sure. But I assume it's not an issue. All we need is to provide the document for parents' citizenship at the time of application.

Membership number/PASSID is automatically generated once you apply. There is nothing to do with approval. I remember having it the day I applied.
