Does review of eligibility mean that an approval is close?

I applied for visitor visa since November 2021,just 5 days back I noticed my profile have been updated to reviewing whether you meet the eligibility .....it's march 2023 about one year and 4 months waiting....it's really frustrating..does anyone have a similar circumstance?
