if you have the SIN, PRs got permenant SINs, so you can work here. I filled in an application for MSP online and got a mail enclosed with a A4 paper giving me 6 months of coverage, effective 3 months later after landing. but MSP staff said that i can call in for renew before the expiration date...

Yes, I guess so. If i were to move to Toronto, I would need to stay there for 2 years, wait till the PR card renewed and move back to B.C. to get a valid ID here.

I checked Ontario website, it accepts foreign passports or PR card (PR card expired no more than 5 years) or even landing paper (as long as it has legal name, signature and gender). Way relaxed than BC. and yes there is no 3 month waiting period for OHIP

One has to follow the Residency Obligation to maintain the status. Now I know RO is the prerequisite and IRCC website says that you will not lose the PR status until some officer stops it.

So with passport + receipt, I still can only get an interim id...? why is it so difficult to obtain a photo ID. I know Covid is no big deal for Canadians. but in China, it is way bigger trouble.
