Well the processing time for a study permit has gone up to 13 weeks as of 20th.

You do not need a LOA for 4 year olds, just reasearch the schools in your province close to where you live and mention that school and add the wording "intended school of study" that should suffice.

Did they apply for a study permit for the child? If the child is of school age then it is required that they apply for the study permit. The way forward would ideally be to apply for a study permit for the child. Consult an immigration lawyer if needed.
