This statement is incorrect. Receiving P1 email is an indication of decision has been made and the application has already been approved. You can refer to gsm note to verify this. Unfortunately, Montreal office is slow for other unknown reasons.

I ordered the notes last November, more than 4 months ago, still nothing. Some people has received it within a week. Security for PR should be done thoroughly. My personal opinion is they do the security check for each application separately.
