anecdotally, 1 - 3 months :'( YMMV, some got it quickly, some are on the tail end of that range.

Paper and if inland, you can apply for OWP at the same time. Online has been taking much longer and you have to wait for AOR before applying for OWP.

I looked at the spreadsheet too that's why I'm feeling a bit discouraged that we still haven't gotten ours yet.

It's the temporary AOR. Some people use pre-AOR but if it's confusing other's have used temporary AOR.
