Dont understand what youre saying. I've had 2 stamps from Canada and prior visa has CWOP and no issues entering US or renewing. In the past when I did dropbox in India my previous visa had CWOP and I was still eligible for dropbox. Usually to be eligible for dropbox they expect previous stamping...

As swan0206 suggested, it is better to mail documents when you're physically in Canada just in case if they call you for an interview. Should be pretty straightforward process and did it myself couple of months ago.
