That should not be a problem. I think they can show up in any order on your status tracker. In my case : My Background check was completed first, then PRE-arrival > ELIGIBILITY check> PPR > COPR.

I just got PAL and it says-"You now qualify to receive pre-arrival services to help you prepare for your new life in Canada." I think you need to at least pass through the eligibility check stage.
