it's a systems bug. Accept the ITA and just wait until you get 1560 hours then submit the application. because you don't know when will be the next draw so don't decline. You have 60 days after accepting ITA so make sure when you get 1560 hour= 1 year, it doesn't pass 60 days.

accept it, when you are PR you can quit and the closed work permit doesn't have any effect to your status.
