So now that they are returning applications due to updated CGI fees, do we have to book bls purolator and pay courier fees again(70-90$)?

I doubt BLS will ever return money out of genoricity. There is nothing known as ETHICAL THIEF.

Same issue here. My application was sent on 25/3 and application date shown as 28/3. Since April they revised the fee and returned my application to attach new fee. ( increase of some 30$ )

BLS takes a couple of days to update the status. But once its at the consulate you will see proper updates

That was a temporary relief during 2021-2022 due to the backlogs by Passport Canada. Since early 2023 the Surrender Certificate application requires copy Canadian passport mandatorily.

It's a mixed response to that from the forum. I went with the professional pic as Staples is nearby. BLS can be a pain in your back if they really want to. So better be cautious than to delay your processing.
