Can I go to my home country to apply?

I am not living in my home country. My residency permit is expired in the country that I live currently. I submiited the application for renewal but it is still in process, I would like to know if I can apply for a work permit outside of Canada while I am waiting for the new residency card, please.

I agree with your clarification. I really appreciate all of your answers. When I apply for the job my residence permit was not expired because I am not living in my home country, now it is expired, so I have to renew it if I decide to apply again?
