Do we need to submit Job Offer for this draw ? There is a section for job offer but I am not sure if I should upload or not, since this draw is not related to job offers.

I think for express entry they have answered that you only need it for the highest degree (see this), so I guess the same applies for OINP.

You do not need ECA for your masters done in Canada. I am in a similar boat but currently I am unable to login to the OINP website. It asks me for my first last name and email address and when I put it in, it says incorrect.
