AFAIK, if you are a Quebec graduates, the rates are not important. If you are a foreign worker, it depends on where you job is located, for jobs inside MUC (Montreal Urban Community), you need higher rates, but if your offer is from a company located outside MUC, I think this rate is OK.

In which stream you have applied? AI or IT? Quebec graduate or Foreign worker? Francophone or Francisation?

I used the 3-digit number on the top-right of the feedback letter. There was no other number anywhere (neither in the letter nor in their email)

No. I didn't include any employment letter or pay slips. Applying for dependents is simple through MyCIC.

Just to increase the stress level in the forum :eek::eek::p, I applied on May 19th outland (for myself, my wife, and my 4-yo daughter) and I am still waiting as well (however, eligibility review started about a month ago for all three of us).
