One additional question though: Is it possible to mail IRCC a prepaid Canada Post Xpress Envelope? The one with tracking so that they can just mail the documents inside this envelop? I am super tired of losing mails ... especially that is needed to correct my PR card.

you have to call. there's no other way. in this thread people have proved that raising webforms you will not get a response. Call them or apply for replacement of document (processing time 3 months). Do not change your address ever.

Most likely it is lost. You should ask them to resend after six weeks.
