As per my knowledge, the earliest you can enter is 4 weeks before the start date.

The basic issue revolves around the administrative hold. If the medical is not updated, the visa will certainly be put on hold. But if the medicals are indeed updated, there should be no issue. Regardless of whether the file is open or closed, this new medical should be visible in the account...
