same here, we are two guys live just 3 km away. I submitted my Passport on 22th July and it is still in under process from 4th Aug. and he submitted on 26th July and his passport got stamp and on the way to him already.

Just buy a refundable tickets but make sure they must be gap of minimum 15 days between both the tickets. As if its less than 15 days then it suppose to be non-discretionary purpose but if it more than 15 days then discretionary is ok.
