Yes, if you have a strong reason and persuade the VO in the SOP then no matter what course/program you opt after refusal. On the safer side, it is not recommended to change the program/course.

Ask your queries at applytopace@uwinnipeg.ca they have limited seats and large number of applicants for each intake. So it is better to ask your query before they open up.
