Did your BC status switch back from "in progress" or it has always been like that since the beginning? I was able to speak with an agent after several attempts. I would say just try calling different times during the day. I called right at 12:15pm and got connected to an agent after 45 mins...

No it doesnt necessarily mean the eligibility has also been passed if your medical has been passed. I suggest you call the IRCC and speak with an agent so they can provide you with details regarding the current status of your profile. I'm no expert but I've heard even though some applications pass this stage, the majority should have the BC status changed to "in progress" from "we're processing..." when they're done with the eligibility check. BC status will change back to "we're processing..." when they start working on BC...
