Gotcha, I'll call them one last time this week and if I get the same answer that they are processing it, I'll apply through a new application. Don't know how I would fill out the solemn declaration though because it asks for a date where "I never received my PR card" and I don't have any date...

I wanted to go that route but I was told clearly by them that in order to do a solemn declaration the PR card needs to be issued by the office which they haven't.

Yes I've done that twice. This month when I called the phone rep told me that they have the photos and the office is processing the application and I can't do anything about it since they are going to take their own sweet time doing it.

They say don't need to send they have the photos it's just the office is processing, feel really stuck
