After several webforms to CIC. They finally responded, and recommended sending another application via IRCC Portal, even though they initially said if nothing has changed, don't bother sending another application. So if you have been waiting like me, just send another application and hope for...

Congratulations! What info did you use to link your PR card application? Did you copy as is from your ecopr? Tried this a couple of times, but couldn't find any application.
