Receiving BVL mean that the application is finalised and decision is what only pending?

I think these decisions were given to SDS applicants... Non SDS students might have to wait for sometime I think as they just started giving decisions... But I hope it will start soon for non SDS as well..

Submitted on 11th May BIL on 11th May Biometrics completed on 11th June (due to lockdown) Biometrics updated on Mycic on 14th June. No updates since then

How many emails do we get from this email address (donotreply@cic.gc.ca) for study permits after giving biometrics? I got one message and a status update afterwards. Which I believe is BVL? Is it right?

Hi Guys, I completed my Biometrics on 11th June also VAC requested me to pay the transmission fee on the same day and I paid for premium lodge. Biometrics was updated in mycic account on 16th next day i got another email with the subject 'Your application status has changes' but no updates yet...
