I think you need to call the oinp and ask for safely doing the right action. However, you will have chance to send them back when they initially review and send you note about any missing data or documents.

That's normal as your invitation was not initiated from EE. So you will need to submit a paper based application for your PR. I have one question for you that, is your nomination an employer specific or mention that dedicated to specific employer?
