It would be better if you are in Canada, as the role of the portal email is to confirm your presence in Canada. In my opinion you should enter Canada and then reply.

Reach out IRCC.ATIP-AIPRP.IRCC@cic.gc.ca Forward the confirmation mail you got when you applied for the notes and ask them for an update. I did this and it worked for me. Good luck!
