Just play it safe and send both the receipts. Its always better to send more than less (that way you dont get another letter)

In my opinion, earlier the better, so she should come to Canada and send the passport to the office for stamping.

Wait for ADR (if they even send one), I didnt submit my paystub and they never asked for it throughout my process. Sending webforms will bog down your processing so for now better to wait
