does it matter if you file outland where you have your medical exam ? i live in california and it cost about 300 im going to visit my boyfriend in june and i heard in montreal its about 150 can i have it done in montreal instead of in the states if we file outland?

should i get the police certificate before i file the application or wait for them to ask for it ? i search through out the forum and some say to wait till they ask , and some say to send it with the application so i am confuse ...
