No it does not mean refused my friend got his acceptance letter in 5 months after hearing and many people got decision soon like within month and they refused. So refusal and acceptance has no connection with time. good Luck.

No, it means they have forwarded your request to RTD department once it will be approved your will get another email with ePost link and instructions.

Try to send another webform there must be some misunderstanding. Select correct option Certificate of identity/Refugee Travel document as webform are for multiple purposes hopefully you will get positive response within 48 hours as we got. Many people got urgent RTD with same process.
