As I understand outlanders can use the Privacy Act. I always use Privacy Act to get GCMS even though I am inland, cuz it is free lol But to answer your original question, GCMS notes can be ordered via either Privacy Act or Access to Information

For minimum eligibility yes but not for CRS score calculation. The link mentions this clearly
