Anyone here who submitted their PR photo late? I got my COPR in March 16 but was only able to send photos in May. Do they process per copr date or photo receipt?

I applied prtd in March 30 and still havent got a reply. I missed two return flights already. Applying from the Philippines. So frustrating being away from my family.
