Take a look at my previous posts . I applied from India via online email, It took 6 months for me to receive PPR ( Passport Request ) and after that it took around 1 month to have my PRTD stamp on my passport in my hands. I suggest you to send the reminder email to IRCC.

As my category is RC-1 should I apply for renewal of PR Card immediately after arriving Canada or should I wait for 2 years RO because I only stayed 3 months in Canada. Also, how much time should I expect for PR Card renewal in the current situation ?

No we don't have same case. Mine is removed as a minor case and I had CoPR and PR Card at the time I left Canada. It took 6 months after applying to receive PPR.
