That is most likely for one of your options in getting your passport back. If you want your passport delivered to your home then there will be extra charges. No charge if you'll pick it back up at the VFS office. Best to clarify with the VFS office for your location.

Your patience has finally paid off. I'm glad my wait was only 18 months. My advice would be that to make sure you have a Canada address ready for when you land where your PR card can be mailed to.

I received my medial surveillance letter together with my PPR. I find it weird that it's different for you.

Long route: Send webform to IRCC to update your location to Singapore and then wait for their reply for next steps. Shorter route: Go back to India temporarily and submit your passports and photographs there. Stay in India until you receive the COPR and Visa.

I'd say your file is being deliberated, however, we can never tell how long the wait will be.
