CES/IQAS will grant you master's. WES will give you PG Diploma. Only downside with CES/IQAS is the time they take for evaluation. During these days, it's ~6 months. WES may grant you Master's, if you provide them with some letter of explanation and if they agree with that. But then it's a hassle.

It all depends on your ECA. Whatever they say will be valid. For instance, WES awards indian 2-year MBA as a PG Diploma not masters, unless from IIM. While CES awards the same degree as Masters. Send your highest degree for assessment, whatever assessment they give will seal your fate.

If your masters is a 2 years degree, most likely CES will award Masters credential. You just have to send masters degree. No need to send any other transcript. But be aware that CES is taking 5 months to award credentials nowadays.
