Are there any 2019 applicants who have only biometric request and are still waiting for medical?

Finally they provide process time of caregiver...Process time 31 months from when....? From the day when we submit file...or get AOR ....or from the date of biometric ....what is complete application means? Can some body explain....Please only say if you know, don't guess

I know that no one knows exact time period but by others cases approximately how many days it takes to get medical after biometric...can any one share yours experience
