I guess letter of explanation would suffice in your case. You can also point to you travel history saying that you haven't been to home country since 17 and military service doesn't start until you reach 18 yo.

They asked me that too, so you are not the only one :). I guess they request it if the applicant from the country where military service is mandatory. In my case I have a government issued Military Record book, and it has 'did not serve' statement in it. So I had to translate it and I also...

Well, I hope I am at that stage after 16 months of waiting :) I don't recall how I paid exactly, but they reimbursed it to my credit card. So I guess it was a credit card :)
