Even reading this is depressing enough. 23 months???? You may have to call IRCC, email or raise a web form to the right people (Accra VO almost never replies) so you can know the current status. Congratulations. Guess you will be getting PPR soon. A lot of AVO files are being routed to Hong Kong. I got a response from them this morning that my file is "under review/Queue for review".
