I read the PHAC Letter of Required Support and I guess I don't qualify for those two reasons. Is this letter absolutely necessary before anyone can travel or is it just to support the application?

Got COPR Jan 26, 2021. AOR Aug 1, 2020. Like @express_entry_applicant mentioned they are working full capacity so they are getting there with August applicants.

No it does not. Eligibility only shows passed when your application is approved.
