I understand what you mean, and it is true. However I truly believe applicants are able to READ and to INFORM themselves. The system is based in “Good faith”, which is pretty commun in Canada, but people have trouble to understand it and to act consequently.

I don't understand why people can't act like adults. The thought "I have nothing to lose" is very selfish. Families that DO qualify lose their chances thanks to people like this. And above all, they dare to ask for help in this forum. What a waste of time !
