Unfortunately, India requires you to have an unconditional offer. In 2022, for a brief period they were accepting conditional offer letters but that has now changed.

What purpose code did you add for the GIC?

Have received offer letter with request of transcript - can I apply for visa with the current offer letter while I wait for them to receive my transcript?
